To qualify and perform as a USPS Contract Delivery Service (CDS) supplier, you must meet a set of legal, operational, and compliance requirements. These ensure you’re properly equipped to deliver mail under a federal contract while maintaining safety, efficiency, and legal integrity.
1.Business Formation & Registration
- Must operate as a legal business entity (LLC, corporation, etc.)
- Have a valid Employer Identification Number (EIN) from the IRS
- Be registered and active in SAM.gov with a valid Unique Entity ID (UEI)
- Maintain an “Active” federal contractor status
2. Insurance Coverage
Suppliers must maintain the following insurance at all times:
- Commercial Vehicle Liability Insurance
- Minimum limits specified in your CDS contract
- Workers’ Compensation Insurance
- Required if you hire any employees
- General Liability Insurance (strongly recommended)
- Covers business-related incidents beyond vehicle use
3. Vehicle Requirements
- Provide your own reliable delivery vehicle(s)
- Vehicle must be:
- Properly registered, maintained, and insured
- Meet contract requirements for cargo space
- Preferably right-hand drive (RHD) if route conditions demand it
- Perform daily safety inspections and retain maintenance logs
4. Compliance with USPS Contract Terms
- Understand and follow all provisions in your contract:
- Statement of Work (SOW)
- Terms & Conditions
- Deliver mail according to assigned route and delivery window
- Respond to irregularities using USPS forms (e.g., PS Form 5500)
5. Labor Law Compliance
- Adhere to the Service Contract Act (SCA)
- Pay the prevailing wage and fringe benefits
- Maintain proper timekeeping and pay overtime when applicable
- Follow applicable federal laws: FLSA, OSHA, ADA, and others
- Issue 1099s or W-2s depending on classification of workers
6. Operational Readiness
- Be prepared to start service on time, including:
- Staffing (yourself or trained drivers/subcontractors)
- Route understanding and casing (if required)
- Weather readiness and vehicle backups
- Submit accurate documentation (W-9, insurance, 7468A form, etc.)
7. Recordkeeping & Reporting
- Maintain and provide upon request:
- Timekeeping logs
- Mileage and delivery records
- Subcontractor agreements
- Proof of SCA wage and benefit compliance
- File required federal forms: VETS-4212, contractor certifications, etc.
8. Communication with USPS Officials
- Work directly with the Administrative Official (Postmaster/AO) for daily operations
- Coordinate contract issues or modifications with the CDS contracting office
- Maintain professionalism and follow USPS protocols
