Contract Delivery Service (CDS) is a contractual agreement between the Postal Service and an individual or company for the delivery and collection of mail for customers.  CDS is considered one of the Postal Service’s three primary carrier delivery types (city and rural carriers, and contract delivery suppliers).

CDS Solutions plays an important role in providing continual education to our group of Contract Delivery Service (CDS) suppliers to be better independent contracting business owners and employers who are in a contractual agreement with the United States Postal Service.

To ensure that CDS suppliers are aware of the rules and regulations set by local, state and federal agencies, while providing excellence in service for the United States Postal Service and their customers is the vision of CDS Solutions.

Meet the CDS Solutions Expert

My name is Terry Stumpff, I own TNStumpff Enterprises LLC.  I got my unexpected start in Contract Delivery Service in 2006​ in a new subdivision in a small community outside of Tallahassee, FL . I had built a new home, installed a mail box and put in my forward from my previous address. I did not receive my mail so I went to the small office and asked why. They asked my name and then handed me a white tote full of my mail. They said they were not going to be delivering to my sub division for at least 6 – 8 months and that I should get a P.O. Box.

In my not wanting to hear that moment I said “J.C. how do you get a job around here?” The PM replied “you want to deliver the mail?” I replied that “it can’t be rocket science”. So the PM gave me the phone number to USPS TCMT office in Memphis. They sent me a packet, and I completed it with my offer. The following week I began delivering my own mail and to roughly 50 additional boxes in my subdivision. Before that encounter with the local PM I had never heard of or knew anything about postal contracting. I must of done a good job, because the Memphis TCMT office repeatedly called on me to help out on problem contracts and train other contractors.

The company grew and we began receiving personal request from the various TCMT Office’s CO’s asking us to come provide our service in their area of the country. That’s led us to operating close to 200 CDs contracts over the years, criss crossing from Florida to Alaska, Nevada to Maine and many locations in between.

I am a former member of the National Star Route Mail Contractors Association where I held a position on the Board of Directors. I have established a very professional and close working relationship with the CDS office in Aurora, CO, Postal Operations and other Postal Mgt. at Postal HQ’s in Washington DC as well as the Department of Labor in Washington DC. I’ve written CDS informational monthly columns for the NSRMCA Star Carrier magazine, along with hosting Q&A forum’s at Regional and Nationals meetings with CDS, Postal Operations, Postal HQ’s. management and Dept. of Labor panelist as well as providing expert advice on the various social media websites.

My passion and goals have always been to educate CDS suppliers and be a voice for small business owners. I want to take the knowledge that I have acquired from my own trial and errors, as well as my one on one interactions with USPS and DoL personnel, and pass that on to all suppliers. My main focus is to represent ALL CDS suppliers by taking their concerns directly to USPS CDS and HQ’s Management as well as passing on the latest and most up to date information to all our CDS Solution members.
