What is Contract Delivery Service (CDS)?
Contract Delivery Service (CDS) is a contractual agreement between the Postal Service and an individual or company for the delivery and collection of mail for customers. CDS is considered one of the Postal Service’s three primary carrier delivery types (city and rural carriers, and contracted delivery suppliers). CDS suppliers are not Postal Service employees, but independent contractors who provide delivery service on specific routes not serviced by city or rural carriers.
Why does the post office use contracted suppliers?
The U.S. Postal Service uses contracted delivery suppliers to support mail delivery needs and ensure it meets its universal service obligation. These independent workers are used instead of employees in order to save cost and minimize expenditures and in order to keep universal mail service at cost-effective and competitive prices.
How do I become a contract delivery driver for USPS?

To get started, you’ll need to make sure you meet the eligibility requirements and file the appropriate paperwork with the USPS. To meet the basic requirements of a highway contractor, you must: be at least 21 years of age, you’ll need to provide your own vehicle. Your vehicle must meet certain requirements, such as being in good working order and large enough to accommodate the amount of mail you are contractual required carry on your route.
